Keep in mind that several RAW player races have flight, and their flight is significantly less plausible than that of a nonhumanoid creature with a physiology actually built for flight. We did make it where it could be dispelled as an action at the cost of exhaustion (this may change later), but that wouldn't be so relevant for a pseudodragon. You'd be amazed how much of a limitation that is. One of the things we did to keep our dragon alternate form from being a blank check to effectively have the best of both worlds is making it first limited use, and later replacing that with making it a ritual. You could create an item that gives him an alternate form effect with limited use or usability. Using his own magic to do it is certainly an answer, casting polymorph or perhaps just using lower level illusions. It ends up not being that big of a deal, but it should be plausibly explained. As far polymorph in the use of alternate form, I wouldn't sweat it. It's already intelligent, just take best/worst stats for racial modifiers similar to PHB races and let him point buy.
